"4 semester hours" means "4 credits for college." It's as simple as that. Usually, short (1 month), intensive summer programs offer 3 or 4 college credits upon completion to the students who participate.
Just for reference, the average college student can take anywhere from 12 credits to 22 credits in a semester.

The old rule was: 4 semester hours is how many hours per week for one entire semester. So, if you have a history class from 10 a.m. to 11 a.m., M T Th and F, that would be 4 semester hours.
However, computer classes, science classes and others often have labs or workshops that are NOT included in these hours.

Your class will be 4 hours a week for a semester (basically half the year) vs a trimester which is one third of the year.
