Friend bought a GA-M61SME-S2, then noticed that PCI-E 16x slot only really supports 8x. Should he return it?

I'm not sure he'll even really notice the difference. Are there many games that really need 16x pci-e to run and look decent?

That x8 PCIe slot would bottleneck only the high end cards like the 8800 series and similar cards. If your friend will use a high end graphics card, he should return it. Otherwise he could use that motherboard for budget or mainstream graphics card.
