i beat the elite four but the guy blocking the cave wont move

+Beat the Elite 4
+Go to islands 4-7, defeat Team Rocket for the last time
+Return to the Elite4 and beat their more powerful pokemon
+You can now enter the unknown dungeon in cerulean city

*well first you beat the elite 4.
*then u help celio with his machine on 1 island. the gems are hidden they should be ruby and sappire.
*then u go 2 the cave that the guy with blue hair was blocking the entrance. if u didn't fix the machine or if u didn't beat the elite 4 the guy should say some thing allong the line of "u must beat the elite 4 and do some thing else to enter this cave."I think thats close enogh.

You have to beat the pokemon league then go to the spot where the guy was standing in front of the cave and he shoudnt any more
