Two meanings to what is said, possibly opposites. Untrustworthy. One road breaks into two. Snakes have forked tongues..... Typical line in very old westerns (movies) reference to what white men said and really meant when speaking to the natives.... (ur gonna have fun with this one...):)

They're lying...

The image has given rise to the expression "to speak with a forked tongue," meaning: to say one thing and mean another or, in more general terms, to act in a duplicitous manner. Early western films represented it as a Native American saying in early western films with the (often hostile and evil) Indians uttering phrases like, "White man speak with forked tongue".

I think the phrase you are asking about is "speaking with a forked tongue." This means a person is saying something with their tongue but thinking something different with their mind. An example would be "Yes, I think the rainbow polka dotted bridesmaid's dress is lovely and I can't wait to wear it again.
Basically, they are lying.
