Lots of places. Where do you live?
Pretty much just the big cities prohibit them. If you are outside of most city limits you can probably do them.
I am in the county (outside of Houston). Our neighborhood restrictions ban them, but they won't enforce it. In short, people do it in our area all the time!

i think it has to be outside of the city limits
but in my neighborhood, they just do it until someone complains....
