If the last two digits of an arbitrary number were between 47 and 89 inclusive, your birth year (however old you are but between 18 and 60) would be bound to match up. If the last two digits were between 00 and 46 or 90 and 99 your birth year would not match up.

The probability is 1/100 or 0.01. The rest is window dressing to try to induce confusion.
