I saw a video where a balloon was put inside a cup, as much as it could fit. Then adhesive tape was put around the cup and the balloon so , im guessing, so the balloon is stuck in that cup. Then a pin was put in the balloon and it made a whole but the balloon didn't pop. Why didn't the balloon pop?

If the prick was made through the sticky tape and the balloon, the tape may have been enough to prevent the surface of the balloon splitting and bursting. It would still go down, just much slower.
Also being in a cup, there would not be as much tension on the surface as it wasn't being blown up to the fullest extent (not fully stretched) so reducing the surface tension, and its ability to "pop". Also if the air pressure inside wasn't much more than the outside pressure, there wouldn't be a "pop".
I have seen this done with a balloon and tape, but no cup.

not a trick just science;
fit the ballon is TIGHTLY fitted in a cup, the balloon and is pricked with a pin, it does have a hole and is loosing air just that; the balloon doesn't have room to expand and blow up so it is all confined to a certain area, the balloon will loose its air and deflate eventually just much slower. without the cup/tape the balloon will deflate almost instantly giving off a 'pop' noise
