Review the proper cares of your turtle- tank size, temps, diet, etc. and see how it compares with what you are doing.
Two good sites are http://www.austinsturtlepage.com and http://www.redearslider.com
My concerns are that the diet does not sound right (young turtles should not eat much veggies, and Red-ears should not eat fruit); the UV light might not be doing much for you (UVB is the important part- and if you are offering supplemental D3 it might not be needed much anyway.)
Also, the most common reason for poor growth is a combination of low-nutrient diet, stress, low temps, and small spaces.
Give the sites a look and see if they help.

All you need to do is get a bigger tank and feed your turtle a little more. You will be surprise how fast your turtle will grow. If your turtle grows too big, slow down on the feeding. My Red Eared Slider is 10 inches long. She eats 2 times a day and is in a 40 gallon tank. Last year she was 4 inches long and was in a 10 gallon tank. Then I had to go to a 20 gallon, then a finally a 40. She is a very healthy happy turtle that gets regular exercise by walks in my backyard.
Keep in mind..the bigger the turtle the bigger the tank, filter, heater, and mess! And it gets expensive too! Just be happy with your little turtle.

Some species grow in spurts, somes grow so slowly that you don't really realize it. Your turtle sounds like it is fine. I have a painted turtle that is 4 years old tomorrow and he has barely grown since I got him when he was a year old.

That's because the container he is in is probably the same one you've had for 2 years. He needs a bigger aquarium because turtles will only grow in proportion to the container they live in.

Some turtles don't grow -- some stay tiny for ever.
