The builders threw that in to up the cost.
More seriously, if something really, really bad were to happen (eg. escaped band of evil convicts from local hi-security prison) the people could lock themselves in to protect themselves. Or something like that. There is no logical need for a lock on a store that is never closed.

24/7 stores close all the time during floods, tornados, or other things that people don't want to be around for. And I'm sure there is a building code for this particular thing, you just don't construct a building without putting locks on any of the doors.

A robbery or a natural disaster might require the store to be closed. In that case, locks would be essential.

Also, maybe the guy behind the counter works alone late at night. He doesn't want to get shoplifted when hwe has to use the bathroom, so he locks the doors and posts a "back in 5 minutes" note.

Then he can pee without worry...

Leap Years are a problem - 366 days. Finally they lock the place up and get some time off!

Business go out of busines, move or have management changes. Old policies are discarded or changed and the locks start getting used.

So if there is a robber wanting to break in like for the second time and they know hes gonna do it.. they will lock the doors to keep him out.. i dunno just a random guess
