I'm presuming by "ruler" you mean someone in authority, like a President, King, or Prime MInister. This is such an easy question, it makes me wonder -- did your teacher ask for YOUR opinion, or for you to gather others' opinions?
Anyway, in MY opinion, a ruler should be wise and fair to all. He or she should care about the people, and not just those who are rich and powerful but especially those who are needy, helpless, and poor. He/she should pursue peace as much as possible, but be willing to fight when the country's essential liberties are threatened. Honesty, dedication, spirituality, humility, persistence, and very strong shoulders are also necessary to do a good job. In today's world, a good ruler also needs to be able to handle the media, and to be very tolerant of the media's criticism.

The whole idea of a 'ruler' is outmoded by about 200 years. We believe that people are able to rule themselves and don't need a ruler. What few rulers are left (in developed countries anyway) are rulers in name only and don't really 'rule'.
So I would say a ruler's job is to represent the people, to execute the will of the people, to put the peoples' best interests first. I believe (and maybe this is just me) in the greatest good for the biggest number of people. This means working for steady improvement in the standard of living, not making everyone poor to make you and your friends rich.

Well i think a ruler should be 12 inches long, made of wood or sturdy plastic, and it should have a nice straight edge. As for the way it should act well i think it would be creepy if it acted like anything other than a piece of wood or plastic.

It should act as though it were either 12 in. long or a yard-stick.

I think a ruler should be 12" in height or length , tough, made of iron such that it/him cannot be bent, straight forward, no flaws, clearly seen by all to be transparent.
