in guild wars(any relm will do) how do you make and use a eilite skill bar?

You have to "capture" elite skills from dead bosses. Once you reach a certain point in the game (Lion's Arch or kaineng Center) you'll have a quest available that basically gives you a signet of capture. It's a skill you can put on your skill bar and you activate it once you've killed a boss. You can then capture any skill that the boss knows and it replaces the capture signet.

You can then buy capture signets at the skill trainers and use them to get more skills. Once you've learned a skill it's yours to keep.
