I have an HP and I can run World of Warcraft and Oblivion.
I'd say the minimum for a good computer in general, including gaming, would be at least 1000$

Dell and HP are cost effective in my opinion. I looked on Toshiba's website, they are too. I don't reccomend dell tho. They have bad customer service. I heard HP is crappy too. We'll find out.

cheap and gaming laptops do not belong in the same sentence. if u want a cheap laptop go with a cheap hp. if u want to game, it will be much more expensive, but u can do gaming on it.
