It depends on the actor. You do not contact them directly. You can send fan-mail to the show their on (the production office) or their agent or publicity rep. If they're small time or very nice and personable the mail will actually get to them and you could receive a personal reply. If not, they have a fan-mail service who will receive and respond to your mail for them. If all you want is a photo, just ask and you'll probably get one but it may take a while. FYI, it may not be signed by the actor. Sometimes fan-mail staff sign sign the photos.

Try imdb.com and look up the actor of your choice and look for the contact info. At the very least, if you can find out who their agent is, you can send your letter there. There's never a guarantee they'll receive it, but you can try.

Good luck

No one gets direct contact with any actors now & since there's no studio system like the old days (MGM, Paramount, Warner Bros. etc. all had stars under contracts}, you have to write to the agent who represents them. The largest is CCA with offices in NYC & LA & I forget the others: but go to the IMDB board, type in an actor's name & on the left side you will see "contacts". You have to sign on first (free). If it doesn't show any representatives, buy a " Variety "Newspaper and look in the back for contacts for certain stars. You can also go directly to the actor's webpage if they have one; or go directly to a movie site if you know a movie that they're making now like Indiana Jones 4, etc. & look to see how to contact the producers, write them for a name and address for a particular star. Good luck to you but remember they do not want to be bothered by the average person....In "Variety" look for casting agents that advertise or are mentioned, etc. You can also write to the Contact listed on studio web pages for a name/contact to write to. You have to do your research & work hard at it. Lots of time producers put out casting calls for extras; go if you see any and ask them for references. Agents also advertise but DO NOT sign any contracts nor pay anyone till services are rendered. There are a lot of bad guys out there.

Good Luck Again!
