Call the ASPCA on them. Have evidence, photos, statements, etc..
Let the owners of the horses know about it so they can protect their animals.

If he is neglecting YOUR horse, file a lawsuit in court (perhaps small claims court will be easier). If there is consistent abuse of multiple horses, contact the agency that issued the business license and the ASPCA.

Sue the owner of the business. If it is a sole proprietorship, the owner is fully liable for anything that happens with the business.

If you suspect animal abuse, call the appropriate authorities. Or tell the owners she doesn't like.
