According to wxdude.com
"Falling pressure may affect the digestive system of cows, making them less willing to go to pasture, causing them to lie down."
And it's something people used to observe many moons ago. It might be true.

Mine always stood up during a rainstorm, unless they were in the barn. Then, if the lightning and thunder were rather intense, they would show fear, stand up, and be ready to run. This is a major problem with cattlemen; cows will run before a storm, until they can not go any further, such as when they run into a fence. Lots of them die this way, but more so when they flee from a blizzard.
Signs of rain? Insects chirping, birds flying in circles, livestock becoming restless, cats and dogs becoming restless.
These are not myths: animals do these things because of their heightened senses allow them to know things before human beings can sense these things.

Cows lying down is the sign they are tired of standing up.
Since cows stay outdoors, they are going to be just as wet standing up than lying down; so that does not mean a thing for them, no reason to lie down.
Best sign there is going to be rain is the presence of large clouds, accompanied by thunder. Alternatively, a good weather report on TV or radio to this effect is also a good sign of imminent rain.

Here's a little rhyme about rain, which I believe to be mostly true:
When the sky is red in the morning,
And sounds travel far at night;
When fish jump high from the water
And flies stick tight, and bite;
When you can't get salt from your shaker,
And your bones give you extra pain,
There's no need to consult an almanac,
You know it's going to rain.

cattle lie down to chew the cud. they don't seem to be a good predictor of the weather to come.
one sign if may rain is that you may see the birds flying a great deal higher in the sky and they are able to glide along without flapping there wings. that along with the clouds is a good sign of a sudden change in the weather.

Cows don't like to sit on wet grass,so they sit down before the rain while it is still dry.
