Physically, thunder and lightning occur at the same time. However, the image of lightning travels at the speed of light, whilst thunder travels through sound waves, which travel at a slower velocity. Hence, one is able to detect lightning before the sound of thunder reaches one's ear canal; it all solely depends on the velocity of the light and sound waves, which are constant.

Lightening produces the thunder and light travels much faster than sound so you see the light before you hear the thunder unless it strikes very close to you in which case. they pretty much arrive at the same time.
