I play Final Fantasy XI on PS2.
Final Fantasy XI itself charges a monthly fee.
In North America there is a base fee of $12.95, and $1 for each additional character if you decide to create more.
Unfortunately there is no way to get around paying a monthly fee to play FFXI. It works well on PS2 with less connection problems than PC. And you get to sit on your couch which is more comfortable when playing for hours. :P

PS2 does not make you pay to play online, but I do not know if it is capable of being played online. Of course you can look at it when you go to buy it (or just look around). What I am saying is that no it should not cost anything.

Hope I helped :]
