DO NOT USE DRAINO! the flapper isn't staying up long enough to let enough water to flush completely.. try adjusting the flapper or go buy a regular black KORKY flapper...i'm a plumber. i know!

If you have a cast iron sewer line (old houses have these) and many trees, make sure there are no roots obstructing the line. Yes, they grow into and thrive in cast iron pipe. Any good hardware store sells the chemicals you flush down the toilet to break up the roots. Treatment is required every three months or so. If it's really bad, you may need a plumber with the 100' snake to go in and bust the roots out. After this is done, follow up with the chemical pellets.

If it is a new style toilet, they are now 1.5 gallons per flush apposed to the old 3.5 gpf. Due to the smaller trap size and less water flow from the factory, this some times requires a "2" flusher. You sometimes are able to adjust the amount of water by increasing how much water is in the tank.

Is it one of the new low volume tanks? They've been standard in most zoning areas for about the last 10 years. Where the old style commodes have 5 gallon tanks, the low volume ones have 3 gallons and that isn't always enough to do the "job" so you have to flush twice.

Most likely it's a restriction in the piping, most likely the trap. you can use draino or a chemical pipe cleaner and see if that helps to clear it. You'll want to use the foaming kind where it's not a blockage, just restriction. If you want the best fix find a company that does pipe water lancing to have your drains cleaned.
