No. Thats just about it. You cant find it out without doing something illegal to the hard drive. You might want to ask the person who gave it to you the user name and password and change them so you yourself can get in.

The other guy is dumb. If it is your computer, you can do whatever you want..
Tons of ways: (in order of difficulty)
The easiest is to restart the computer, hold F8. Choose safe mode with networking when a prompt comes up. A new account (Named administrator) should be there, without a password (if it has a password, this way won't work.) Log in, and go to control panel, user accounts, and change the password for the main admin acount.. Restart normally
Option 2: Reinstall windows. If this is not an option, skip this step
Option 3: There are password reset disks you can download (very small.. 1-1.4 megabytes, small enough for a floppy) That you can boot off of.. Search around, find one, put it on a floppy, put it into the computer in question, and boot off of it.. Follow on screen instructions. (Note, if the computer doesn't have a floppy drive, you can use a CD too, but search for one designed for CD's)
Option 4: Use a Linux liveCD too boot up, mount your hard drive, and delete logon.scr, and copy cmd.exe to the same folder. Reanem it logon.scr. Restart the computer, and wait at the login screen.. Eventually, a command prompt window will appear. type in
net user administrator 123456
and then close the window.. The password for the administrator is now 123456.

it depends on what it is?, most xp comps (99%) the admin password is blank (as non set) you can try the guast account ? if you can then open a command prompt (by The cmd command in the run box) and type; net user Administrator * and enter anything you want (works from any account) this will reset any passowrd set. !

For under $100 you can get a blank hard drive of pretty-decent capacity. Format that new one as the bootable master drive and install the operating system on it.
