most people (Americans, that is) believed that by signing the treaty of versailles, we would be making ourselves more involved in European affairs, and we didn't want that. so congress refused to ratify the treaty of versailles. we instead made our own treaty with the Germans.

The senate doesnt really have to ratify a treaty. Just 2/3rds have to concur that its okay that the president does a treaty.
It doenst have to be voted on so there might be no record. If enough senators were pissed off about the treaty they would have said we didnt agree or concur with you.. That never happend.

It meant no one loss the war. There was no clear winner or loser. The German army was still full of fight and energy and the diplomats ended the war. The German veterans felt very strongly that they could have won and felt stabbed-in-the-back by the socialist politicians after the Kaiser abdicated.
