I have roots from my pine trees coming up through my yard in various spots. The roots aren't huge, but I can't mow over them either. Will it hurt the tree at all to cut the roots so I can mow?

Depends on how big the roots are. And how many you are cutting.

If you can possibly wait, it would be best for the health of the tree to wait until cooler weather. Cutting roots will invite shock from water loss, and you can minimize the shock if a)the tree is not actively growing with lots of water needs, and b) the weather is cool, minimizing water loss through evaporation.

Water the tree well after cutting the roots to help it recover.

Cutting too many roots will damage the tree. Grass doesn't grow well in the shade of pines, try killing the grass around the trees (use Round Up don't get on the trees) and replace it with mulch. Then you won't need to mow.

They really need to be dug up. But i figure they are branching off the other tree. If the trees are worrying you cut them all down and start all over again. No to your answer it wont hurt the tree in question.

most trees have as much volume underground as above ground, so consider it a TRIM

get an axe, then just chop em out
