how high would a dome above the uk have to be [ie above the clouds] to guarantee year round sun..!?

My guess is between 10,000 and 30,000 feet, however high an airplane flies after it's above the 'mashed potatoes'
It's a great idea!, The clouds would go around it like a skylight. If it falls, though, in which direction should it fall?
