NO. Legally, you will not be considered having a disability.
Depending on the law of your country, there are certain criteria to be met before being considered as having a disability. This is usually losing at least 20% or more of your functional ability (at least in Australia) or the inability to function adequately within the norm of everyday living without substantial support/assistance. The assessment is usually done by a doctor.
For example - I can drive; I work full time; I earn a decent living; I can travel anywhere anytime I chose; I do not need anyone to help me shower in the morning; I take care of my own finances and make my own decision. BUT.... I can not read with my right eye - AT ALL! - would you consider me legally disabled? Of course not!
Not sure what is your rationale for the question but I think you have more than ample answers by many people here who know what they are talking about.

No you're not considered legally handicapped or disabled. I am quite sure you are able to do everything with three left fingers that you could do with four, and it's easier to give someone the finger!

While you are missing a finger it does not reach minion levels to be consider disabled
Like some one short sighted is also not consider disabled enough either.
If there was no line as to what is consider a disability everyone would find something.
One would say I can't swim, another lack the ability to draw,
and how many of us can ran 100m in 13 sec
or spell every word in the English language

It depends on your occupation, if you are a surgeon then yes you would be considered disabled in terms of your present employment.
However given that its only a finger why would you want to be considered disabled? So you can collect huge disability benefits? Park in handicapped parking spaces? Be part of an "elite" group of privileged people?
Most disabled people would give anything to still be able to work and participate in life, I would not consider you disabled at all, unless as I said you are a surgeon or need your finger for your employment - however its not as if there arent thousands of jobs you can still do -
People like you just make me very very very angry.
