Since he is in the military he can apply to have you as a dependent...he just needs to submit an affadavit of support with his finance office.
This consists of proving that he is providing at least 51% of your support, since you are living with them, that should be easy. Have him go to his finance office.

Guardianship is no longer required since you are now legally an adult.
However, in the US, if your sister has provided more than 1/2 of your financial support for the year, she can declare you as a dependant on her income tax. Before that, she can claim you as a dependant on her health care policy at work etc... so that you can have health coverage.

If you are 18, you don't need a guardian. Guardianship is for minors.
If you are disabled, that's a different story. But it would be a conservatorship, not a guardianship.

schools are funny about that, if your sister had guardianship over you when you were under 18 than they consider her your guardian. All you have to do is tell them that she is no longer your guardian and they will change your records to reflect that.

As an adult, you can not have a guardian except in very special circumstances (serious mental handicap etc). You however can be their dependent.

With her husband in the military, have your sister go see military services, get an attorney, sign documents giving her all your rights.
