I've used HTML templates before but although i can edit PSD templates easily using photoshop i don't know what to do with them then! How do you convert them into a web page?

You don't. The PSD is just a mockup of what the page will look like. You will have to painstakingly recreate the page in HTML. There are some tools to make this easier, but you can't simply convert PSD into a template for a web page.

(Using Photoshop's Save as HTML, as one poster recommended, would create a page using the data in that file only - you still wouldn't be able to use it as a template for other text or pictures.)

Well, technically you can splice the psd file and then Save as Web Page. But, this is bad because it just uses html tables, instead of div tags.

The way to do it would be to just splice the sections that need to be saved as images, then code the rest by hand in html using div tags. You would assign background colors that match the psd file. The less images the faster it will load. Then use images for the rest.

also can deal with layers ..

basically you need to flatten the layers in a webpage..
