cut the tap root at the base of the tree

You can girdle it, remove a 2" wide strip of bark all around the trunk. Then you will have a dangerous standing dead tree that will eventually topple over onto you, someone else or your house.
(And totally illegal to do to someone else's tree)

cut down all the way to the root throw away tree. drill a nail in the root and pour root killer on it......done!!!!â¥
