If you want to swim, I'd pick Palm Beach and Broward counties, Florida, or Miami Beach if you like urban;
the Gulf coast of Florida between Pensacola and Panama City if you like it more family style and conservative, and between Clearwater and Naples, FL. if you like somewhere in between.
Around Melbourne, Fl. if you like to surf.
Florida Keys are fine for boating, but not so great for beaches.
If you don't really care about having warm water most of the year and want to go for beauty, I'd say Oregon, Maine, California, Washington.
Long Island and New Jersey shore can be surprisingly beautiful and shockingly expensive.
I'm sure Hawaii is perfect, but I don't know it.

I would say Philadelphia, 45 minutes to the beach, 1 hour to the mountains, 1 1/2 hour to New York, 45 minutes to Baltimore, 2 hours to DC, everything is so close. I love it!
