Can freshmen take the PSAT (or "plan")
and can they take the act or sat?
would it be a good idea?

You should take the PLAN and PSAT/NMSQT just when they are offered with your school-- generally the PLAN is sophomore year, and the PSAT junior year.
But there is NO REASON not to go ahead and try the SAT and ACT if you want. The best practice you can get and the best way to know what you need to work on is to take the real tests! Colleges only look at the highest scores, and if you take them now and then again in a year or so when you've learned more, your scores should show a marked improvement, which can only look good.
Some schools, I suppose, only want you to take the SAT a total of 3 times... that isn't the case where I'm from, but I've seen other people say it. But you can still get practice, and take it once early. It also might depend on where you are-- the east coast looks more at SAT, but most places will look at wither if you score high enough.
I took the ACT every year starting in 7th grade, and ended up with a 35 (out of 36). The more you practice the better you'll do, and the best practice you can get is the real thing. Doing well on these tests is all about knowing how they work.

Other than perhaps taking the PSAT (and then only if your high school will let you take it), there's not really any test you should be taking Freshman year. It is generally considered a bad idea for students to go take the ACT or the SAT before they are juniors in high school (and then, they would wait until the spring to take the test). The reason is that you won't do your best until you are a junior, since you know a lot more of the skills you should know by then. Most people wait until sophomore year to take the PSAT, and then take it again during the junior year.

If the question is "can" you take it, then yes you certainly have the choice to. Those tests are independent of your school. You have to pay for them, and your school can't tell you whether or not to take it. They aren't like state tests where you have to take them during certain years of your high school years (though SATs are usually taken in the junior year). On the other hand, if the question is"should" you take them in your freshman year, then my answer would be No. You need more knowledge to help you pass those tests. Unless you are extremely devoted to getting private tutors and studying major SAT/ACT prep books. don't take them as a freshman. However, I would recommend taking an SAT Subject Test. If you are taking an honors, advanced, or even an AP class in your freshman year, and you feel you are very good in that subject it may be worthwile to take a Subject Test in June of your Freshman year.

freshmen are not recommended to take any special exam but you do have to take the SAT or ACT in junior year and the PSAT also. you may visit:

I don't think so since it is offered to you your first in sophomore year. But sure, start planning if you want. Maybe you should wait to take the SAT and ACT though, right after sophomore year, you'll be more prepared that way.

in my school, freshmen are offered AP US history and hon/reg US history is a requirement. So if you wanted to, SAT II in US history would be logical.

Whoa- brave you...

I should think that high school is the place
where you get the education necessary to
pass these tests... maybe you should consider
what you want to do post high school and plan accordingly.
