Depends on your card. The Vert and Horiz frequency ranges are:

Scanning-Horizontal Freq 30-92 KHz

Scanning-Vertical Freq/Refresh 50-160 Hz

You can also boot an autoconfig Linux like Ubuntu and let it decide for you. Then check the settings.

If it's an LCD:

LCD monitors aren't the same as CRT monitors.

Use ONLY the "Native" resolution AND Screen Refresh Rate as specified on the manufacturer's web site for your LCD monitor.

Then, right-click on the Desktop and choose Properties to open the Display Properties Window. In Display Properties > Settings TAB, set the correct "Native" resolution, then click on the Advanced Button, then the Monitor Tab to set the correct Screen Refresh Rate.

On a flat panel monitor - 8ns (nanoseconds) is standard.

That is sufficient for most users.

If you plan on playing hardcore 3-d games, you will want to get one with a 4ns refresh rate, otherwise most video cards will outperform the monitor, and it will look like crap.

Just use the highest refresh rate that you can without distorting the image or cause the image to disappear.

A good standard refresh rate is 60MHz or 75MHz.
