There are quite a few things you need to consider and things you need to do before becoming a Vampire.
The main thing you'll want to consider is which Clan you want to join. Based on the stat boosts given above, and looking at the quests below, you'll have to decide which Clan you think suits you best. Personally, I believe Clan Aundae is the best Clan simply for the second Clan quest involving Ano Vando and Darksun and Light of Day (you'll only get the mace and shield doing the Aundae quest with him, so joining their Clan is the only way to get two unique items).
Another thing you'll want to keep in mind through this all is that once you've been cured, there's no going back. So make sure you are really ready when you transform because if you forgot something, you're not going back (well...unless you have a previous save).
Now, there are going to be quite a few things you need to do before you're ready to become a Vampire. First off, you're going to want a fairly strong character already. This doesn't mean you have to be level 50 before becoming one, but I certainly wouldn't suggest becoming one before about level 15. Now, for the things you need to do. This is more of a general list of suggestions and you don't need to do them in any sort of order, but they all are going to help.
Your fist objective is to cover the problem of travel. The first thing you should do, and probably the easiest, is learn all the teleportation spells. Mark and Recall are going to be very important and Almsivi and Divine Intervention will be pretty helpful. Check the Mysticism page of the Spell Index for the locations of the spells. Other than the teleportation spells, it's really up to you on how you want to travel after that. I used a belt enchanted with a 100 pt Jump spell for 3 seconds with a Constant Effect Slowfall 1 pt enchantment. With a High Acrobatics skill, and as long as you aren't carrying too much stuff, this is a pretty good method of travel even if you aren't a Vampire. This can be a bit pricey though. Another good way to cover travel, albeit a more difficult task, is to round up the Propylon Indices to use with the Propylon Chambers of the old Dunmer strongholds. If you don't know what these are go here for a full explanation and the locations of the Indices. Also along the lines of travel, I suggest a Levitation item. Either a Constant Effect 1 pt one, or a Cast When Used 1 pt for 6 seconds one, or whatever is going to be helpful in some situations.
Next, do the Daedric quest of Boethiah to get Goldbrand. You need Goldbrand before you can get Eltonbrand, and the Orc sculptor won't talk to you as a Vampire, so you need to get it before you're infected. More information on Goldbrand (and Eltonbrand) can be found in the Unique Long Blades section of the Weapon page. Now, to go along with the Eltonbrand quest, you are going to need at least 11,171 gold. It's actually better and more convenient if you have only about that much. You're going to need that exact amount of gold in your inventory to activate the event, so if you have more gold, you're going to have to drop all the extra, or the 11,171, then all the gold. If you have a lot of gold, this will take a lot of time. So if you have a lot more, go make some expensive spells or enchantments.
The next thing you need to cover is the inability to recover Health from sleeping. The Vampire Touch spell will work in most situations, but you won't always be able to use it. The best thing you could do is get the Royal Signet Ring. However, if you don't want to mess up any quests, you're going to have to do a lot of work to get it (or you might not have the GotY version, so this would be completely out of the question). If the Royal Signet Ring isn't an option, I suggest enchanting some item with Constant Effect Restore Health, or rather a few items. What you enchant is going to depend on some things such as the equipment you're currently using, so I'll leave that up to you. If you can't make Constant Effect items, I suggest you make some potent Cast When Used enchantments then. However, both of these methods could be pretty pricey. Another suggested method though would be to go get Eleidon's Ward (unique shield). If you can't do this either, simply stock up on some potions (make them yourself, buy them, or raid the Fighters Guild equipment chests, whatever). So decide what here is going to be best for you, or you can just stick with the spell.
For one of the misc quests, and for a Berne Clan quest, you're going to need to be able to open a level 60 lock. How you're able to do this is, again, up to you, as there are so many different methods.
Lastly, there are some items that you'll be asked to get as a Vampire that you can get easily as a human. First off, for one of the misc. quests you are asked to get three portions of Vampire Dust. It's easy enough to just go to the nearby Berne lair during the quest, but if you'd like, you can hit up Nalcarya of White Haven, the Alchemist in Balmora who should sell a restocking supply. If you are a Quarra Vampire, you're going to need another portion for one of the Clan quests, so you might as well pick up four portions. Next, you're going to need one Daedra Heart for a misc. quest, and, again, another if you're a Quarra Vampire. You can get these from Dremora, Dremora Lords, Clanfears, etc., etc., and you could get them as a Vampire easily, but it may be less of a hassle to find some daedra as a human. Now if you're a Quarra Vampire, in addition to the extra portion of Vampire Dust, and the extra Daedra Heart, you'll need 5 Extravagant Sapphire Amulets, two portions of Void Salts, Ectoplasm, and a Skull. The Void Salts can be found on Storm Atronaches or Winged Twilights, or you can buy them at some Alchemists. Ectoplasm can be found on Ghosts, but if you are a higher level, they may be hard to find, so I would pick up some from the Ald'ruhn Mage Guild. For the Skull, there are a few easy places to get one. In Caldera you can get one from the Mage Guild or from Surane Leoriane's House, or in Sadrith Mora you can find one in the Morag Tong Guildhall or in Anis Seloth's Alchemist shop. Getting the five Amulets is the toughest part. I suggest going under Skar in Ald'ruhn and searching the chests and closets in the manors. They are almost all random loot generating containers. If there isn't an amulet in there, go load another area (so if you're in the Manor Bedrooms, go to the Entrance or the Private Quarters, etc.), then go back in and check. Don't touch any of the items if you don't find an amulet though or else it won't generate a new set. If this is too frustrating, you should be able to scrape up 5 by going to clothiers across Vvardenfell.
That should just about cover all of the things you should do. Again though, these aren't things you have to do, just suggestions. Although the Goldbrand one is pretty much a requirement unless you want to miss out...
Becoming Infected
Okay, so you're finally ready to become a Vampire. This should be one of the easiest parts. Now, decide which Clan you want to join, then find the best location for you to visit to become one from the list below. I think it's best to go to the Clan Headquarters as that should be your first stop after you transform anyway to save on some unneeded travel.

I got this list from someone a long time ago, but I've forgotten who. It was most likely SR71, but thanks to whoever.
To become infected, go to one of the locations and let a Vampire (or a few) attack you. You'll need to have them hit you with their weapon (or their fists....which would be their weapon), so I suggest finding a way to avoid their spells.
"But what if I've already been cured of Corprus, or I'm a Wood Elf, a Redguard, or have some other source of Resistance to Common Disease?"
Well, to get around that, go to the Caldera Mage Guild and buy the Weakness to Common Disease spell. Now either make a spell or enchantment that will counter your resistance and you should be set. How you want to set this up is really up to you. If you've been trying for a while and still haven't been infected, try some more weakness. Eventually you should get a pop up message saying "You've contracted Porphyric Hemophilia". Now get out. At this point, you only have a Common Disease. If you change your mind about something, you have three days in which you can cure it with a normal Cure Common Disease potion, spell, or whatever. If you don't cure the disease, after three days you will wake up having a dream (you'll actually have a bunch of dreams when you sleep after you transform) about a maiden and will now be a Vampire.
