Internet Explorer is the browser; usually there is an icon for it; if not go to Start - All Programs and you will find it there; it is part of the Windows Operating System

Internet Explorer is a web browser. You do not say which operating system you are using, but if it is Microsoft Windows, then click on start at the bottom right of your desktop, click on all programs, and you should see I.E. in the list of programs.

If you have XP, right click on an empty area of the desktop and go to PROPERTIES. In the DISPLAY PROPERTIES window select the DESKTOP tab at the top. Towards the bottom, click on the CUSTOMIZE DESKTOP button. Place a check mark next to everything you would like added to the desktop and then click OK until you are back to the desktop.
Now you should see what you need.
