You just have to gather the waist part, like you would any skirt.
Look up circle skirt, you should get an idea how to gather it.

Also look up on ebay to give you some pictures of how they look.

Petticoats, and crinoline, is what you should search for.

Tulle is pretty easy to sew. You don't need to hem it, because it won't ravel. I would say never mind the hand held stitcher, I think it would be easier to do this by hand. Measureyour waist and write down the measurement. Thread a needle and baste (make long stitches) then gather the tulle. When it is as poofy as you want it, measure it until it will fit around your waist. Tie a secure knot. you can add ribbon with the hand held if you want to secure it better. Get some wide ribbon and fold it over the top ofthe tulle so it's not so scratchy. Wear this under your dress.
Do not buy a pattern for this. They are expensive, and all you really want is for it to be poofy. No one will see it.

The smart thing would be to go down to a fabric shop that sells patterns and get one of those! My mom made me a tulle skirt for halloween and she went off using a pattern and it turned out really nicely...it's kind of hard to figure out all the measurements you need and where you need to measure. Especially if you're already not that good at sewing, all you're going to have is a big mess of tulle cause it's pretty hard to sew in those big *** holes
