Tommy, it is metaphorical language. But it goes like this.

You are old and wise. Problems are like the tide - they come in and go out. The moon rules the tides, and when the moon is waning, the tide goes out, just like your problems will go away in due course, when ready. Then things will get better and excitement can begin again.

You are experienced enough to know that problems come and go. As the solution to one comes up and you get rid of one problem, a new one is building up in the meantime. Basically, your life will never be problem-free.
