I am sewing a dress from a vintage pattern that calls for seam binding. Being a beginner, I asked a clerk at Joann's to help me find some seam binding...she directed me instead to what looks like sew-on hem tape. How do I use this as seam binding, and if I have been misled, what do I use instead? It will be used on the sleeves. Thanks!

Although it is a vintage pattern, you might not want to use vintage techniques. Are you sure you want or need seam binding? Depending on the type of fabric you are using another type of edge finish might be better. Such as a serged edge (ok, if you're a beginner you might not have access to a serger) or a zigzagged edge or a folded and stitched edge. Is your fabric bulky enough to support seam binding and not look funny? So tell us more please. What kind of fabric are you using? Most dresses aren't of very heavy fabric, and seam binding might be too bulky.
I rarely use seam binding for seam edges myself. I do use it to bind outside edges, such as an armhole, neckline or hem.

It doesn't have a label? It should say which it is, and you already know that a hem tape is a thin tape or lace, where a binding is bias and folded. Jo-Ann's often has staffing problems, so it wouldn't surprise me if she didn't know what she was talking about. If you haven't opened it yet, they will probably take it back.

Is this what she sold you? Seam binding is generally prefolded to enclose the seam. The tape could be pressed in half and used, but you might have a scratchy edge.
