You don't create you webpage for Adsense, you just create a website then add Adsense to it.
Design a website about any topic or a Google Blog (Blogger.com), apply for an Adsense account then choose the type, style, colour, etc. of ads that you want and they will automatically be targeted towards the content of your website.

You'll have to be a bit more clear. Are you having problems creating your website? Or problems getting AdSense to work on it?
