umm.. yeah! it doesnt matter your skin tone, if you find a color that looks good on you than by all means wear it!!

nobody is supposed to wear makeup. It's not against the law to go without makeup. I don't think any female should wear makeup. When I went to navy bootcamp, none of us were allowed to wear it. I saw 70 females without makeup every single day. Well, the day we got to take our pictures, the instructors gave us our makeup back. I never brought any and it's not sanitary to use other people's makeup so I didn't wear any. As all these other females came out of the bathroom, not a single one looked prettier with makeup on. In fact, they looked like clowns and prostitutes!! Every last one of them was ten time more beautiful without it. I never put makeup on again.

Sure, as long as her parents say it's OK and it's not against the school dress code.
I personally think that many women of color don't really need a whole lot of makeup, though- they already are so exotic and beautiful.

little girlz love to have makeup on and feel like grown upz.. but i think it depends on how your body is .. maybe a girl is 14 but she is not matured and looks younger.. i started wearing makeup from when i was 13 bcuz i looked pretty mature n it helped to cover my acnes.... but lip gloss is sumthing anyone can hav on.. hope it helpz.. :)
