Two things come to mind, either a bad flasher or a burned out bulb. The flasher is located under the dash or in the fuse box. The easiest way to find it is to turn the good blinker on and listen for the clicking sound...it will lead you straight to the flasher. Buy yourself a couple new bulbs and remove the one giving you the problems. It's not uncommon to have a bulb that looks good and be bad. Also check the front blinker on the same side of the vehicle.

A defective blinker mechanism will not allow the rear lights to blink, or the turn signals on the right side, or the arrows on the dash. Usually, when a bulb is burned out, there is an impedence unbalance and the working rear bulb will stay on. Replace the front left turn signal bulb with an exact duplicate of the right side. Check again with the engine off, but with the key on.

The blinker relay is probably toast - I'll be under the dash near the fuses - the exact location will be in your manual / fuse box diagram. Was your signal light blinking really fast before this happened? - If so it's definitely the relay

replace the bulb, there are two filaments and one is burnt into. You may have to take the trim off to get to it, but, first look under the hood, most cars allow the bulb to be replaced by twisting and gently pulling on the wiring housing.

Check you bulbs, both front and back. They will do that when one of the bulbs is burnt out. Either that or a bad flasher.

If the bulb is working, then your flasher device is bad. They are usually a small, integrated circuit module that can be easily replaced.
