First the year, make and model would help greatly. Not all sending units work the same. Also depending on the car there could be a problem behind the instrument cluster. Just fixed one on a 67 Ford Mustang that had nothing to do with the sending unit or gauge, it was the circuit breaker.

2 things electric problem in the wiring to or from the gasoline tank short ,or you need a new fuel sender unit which is located in the fuel tank .but i think you should test the fuel guage first.

The gauge has gone out or the sensor/ float in the tank is stuck. Try replacing the gauge first, most likely NOT the problem. Then you will have to drop your fuel tank and replace the float rod.
