Try Apache server and you could host website on your computer.

But if you create website and if you like to run your website 24/7 from your computer, you will have to switch on your computer all the time and it may damage your computer in the long run.

If you intend to create a few websites (usually you will end up more than 1 website), go for multiple web hosting where you could handle your websites in one account.

Visit Following webhosting , they are quite good.

They offer hosting of "unlimited domains" and you will get massive webspace of 300000 MB (300 GB ). They only charge $5.95/month and they offer "a free Domain Name" and installing service called "Fantastico". By using Fantastico, you could create own forum, photo gallery, shopping cart (e-commerce),your own auction site and your own blogs within few seconds. They also offer "Free Website Builder" as well.
Visit the site to check details.

Following site is quite good to register domains as price is reasonable with free privacy. Some charge about $5/ year just for free privacy.

There are some things you need to do from a hardware side first

1. Get a static IP address
2. Get a router with a DMZ port and put the web server on the DMZ port or your other pcs can be subject to hacking
3. Connect your web server to the router via a wired connection
4. Depending upon the web site, you may find that an XP pc would do the job and you would not need an actual server for the job unless your site needs Mysql, Apache, Phpmyadmin, etc. As a "newbie" it is hard to see you requiring all the above on your first site.
5. consider hosting on a public host; it is probably cheaper and definately faster.
6. Now you need to make your site; check into editors like Dreamweaver, Microsoft Front Page, Net Objects Fusion unless you want to write in HTML directly which you also can do.
7. You need to register your domain and need DNS service as well

For a start your dynamic IP will be no use. You will need a fixed address for reliable connection. You need to set up port forwarding on the router pointing to your computer for any service you want to offer, 80 for web browsing is the main one, and you need to open the firewall to port 80 as well. You need a domain name, for which you need to approach a registrar. You will need to set the dns records for the domain to point to your public IP address.
