My neighbor cant sleep over if her sister/the one whos being a brat cant sleepover with her. And i dont want the bratty one to sleep over.

How old are the people involved? Three? Six? Twelve? Sixteen?

For very young children, I think it would be unfair to start separating kids into categories: "The Nice One" and "The Bratty One"--especially if the sisters are close in age. The "bratty" one needs to have good behavior modeled for her, to see how not to be a brat. Say, if your friend is seven and the sister is six, it might be worth it to tolerate and even welcome the presence of both sisters, and to establish good relations. Treat the other sister like a good friend, and she might respond to good treatment.

However, if the friend is twelve and the sister is six, the younger sister should learn that people often group themselves by age, and to let her older sister go. If both are twelve, then they are old enough to be responsible for their own social behavior, and to accept the consequences of objectionable behavior. In this case, talk to both sets of parents and make your case for inviting one sister without the other.

If they say no, you'll have to decide how you'll respond. Will you give in to social blackmail and invite the unwanted sister for the sake of having a sleepover with your friend? Or will you forego the sleepover and find other ways to be alone with your friend, such as going to the movies?

If all involved are over eighteen, then each should act like an adult and make their own decisions. In that case, there should be no way anyone should forbid you to invite one sister without the other. In this case, your friend needs to stand up for herself.

sleep over there and go into her room and lock the door so the little brat cant get in and if she complains to her mom then well hopefully the mom will tell her to leave you guys alone. or go sleep over at some one elses house. I have the same thing happen to me it sucks i am so happy i dont have any little brothers or sisters. i would go nuts.

Too bad your stuck with the bratty one then.
You could make things better by getting the bratty one something to do that will distract her from being bratty.
