Technically yes, but because there is no file sharing (total) involved, it's legal. Limewire, like bearshare uses partial-file sharing, meaning the whole song might come from 2-100 different users, not just one. Limewire itself isn't illegal, taking copyrighted material is illegal.

Limewire is legal. Downloading copyrighted material is not.
They are not a website. The website just lets you get the program. It works by directly connecting computers of everyone who is running the program. There is no central site to shutdown like there was with Napster.
