For the same reason that he proclaimed that anyone who doesn't support the Patriot Act is pro-terror. It's all about fear-mongering.
He seems to forget the words of FDR at his first inaugural, “So, first of all, let me assert my firm belief that the only thing we have to fear is fear itself...”

OK, for those that asked for a quote/cited source:
President George W. Bush, in an address to a joint session of Congress on September 20, 2001 said, "Either you are with us, or you are with the terrorists."
http://en.wikipedia.org/wiki/You're_either_with_us,_or_against_us
Actually, Wikipedia says it better than I could have:
"The statement, "you're either with us, or against us", can sometimes be interpreted as a false dilemma, which is an informal fallacy. The phrase is commonly used in order to polarize situations and force the audience to either become allies or to accept the consequences as being deemed an enemy, so it may also be interpreted as a speech act.
Some see the statement as a way of persuading others to choose sides in a conflict which does not afford the luxury of neutrality. Only when there is absolutely no middle ground does the phrase hold true."

Be careful when you use the word "always".
I really doubt Bush "always" says anything.
Do you have a source or some direct quotes for this?

Because he's completely narcissistic. He and his cronies think that this is a monarchy and he's the king. It's also an easy way to put anyone who doesn't agree with him on the defensive. He can just say that they don't agree with him because they are unpatriotic.

Look at those who are against him. Pelosi and Reid want to surrender to Al Quaida and cut and run from Iraq. That's caring about America? At least Bush is attempting to go after those who want us dead. If left up to liberal democrats, we would ignore 9/11 just like they do. After all, that was a long time ago and no longer worthy of their attention. So it killed 3000+ Americans. Liberal democrats don't care about that

Because it's a statement that doesn't require any facts. A pathetic argument like that would get you kicked off a grade school debate team

well of course a propagandist wants to deride the opposition by declaring that they are "un-patriotic" or "against America" or they "don't support our troops" because it's:
P-R-O-P-A-G-A-N-D-A !
