I live in an apartment which is in basement. Right now even though the temperature is in 70s outside, why does it feel cold inside the apartment? Feels as if winter's started.

they're right, the temp difference is because of the ground. incidentally, burying part of a building in the ground is popular strategy among sustainable designers for regulating a building's temperature without heating or air conditioning. believe it or not, in the winter this will actually help keep your apartment a few degrees warmer than if it were entirely above ground.

if you find the apartment too cold for your taste, it helps to cover surfaces with textiles. part of your sense of cold is through touch - if you're walking around barefoot on a cold concrete floor, you'll feel unduly chilled. add throw rugs to the floor and cloth hangings to the wall (ikea fabric is great for this). if you have any windows at all, buy thermal curtains and open them during the day and close them at night. this lets in radiative warmth during sunlit hours and keeps it in at night when it would dissipate. if you have bushes blocking your south windows, ask the landlord if you can thin them.

if you're still cold and are willing to invest some small cash, buy 8' x 4' sheets of rigid insulation from home depot or lowes, cover them with fabric, and attach them to your exterior walls (floor to ceiling) like huge cork boards. it would be a cool decorating trick and no one would know it's insulation. (it's also a good cover-up for concrete masonry walls - the hardest surface in the world to decorate.)

because the ground(soil) is cold. Also the rocks/concrete are hard to worm up-- so since you live in a basement-- next to the ground amd surrounded by concrete -- that will mean cold!! (but trust me once it warmsm you will be asking how to make it cooler :)

Since basement is not exposed to direct sun,heat load is
totally denied makes you feel the chill.it seems a blessing
indisguise ,as you only have to heat the space and could
be comfortable in summer.

Humid air in a basement can also feel 'clammy.' A dehumidifier may help, or a small ceramic heater.

the ambient ground temp. between 50 to 60 deg. year round.
relax that traslats to lower cost on your heating and cooling.
