For book 7, is there any difference in the content of the book, or is the delux just the way it looks?

The cover is different on the Harry Potter and the Deathly Hallows Deluxe edition and the regular Deathly Hallows. The Deluxe edition also features close to full scale illustrations from Mary GrandPre. There are no content differences. This is the information I found at amazon.com:
The Deluxe Edition includes an exclusive insert featuring near-scale reproductions of Mary GrandPré's interior art, as well as never-before-seen full-color frontispiece art on special paper. The custom-designed slipcase is foil-stamped and contains a full-cloth case book that has been blind-stamped on front and back cover with foil stamping on the spine. The book includes full-color endpapers featuring the jacket art from the trade edition and a wraparound jacket featuring art created especially for this edition by Mary GrandPré.

The delux edition comes in a case and has photo inserts.
As for the content nothing should be changed.

It has a better outer cover and has full page illustrations at the back of the book that are more detailed versions of the little pictures at the start of each chapter throughout the book. It also comes in a designed cardboard slipcase to protect it.
It also cost slightley more.

No difference in the content except might have expanded/enlarged chapter art for the US, nothing in the UK.

deluxe has been changed to the delight of the raeder not to mentoin it costs more
