Most people can use any color eyeliner if it is applied correctly. If you use more of a neutral color in shadows and want to add just a little color to make your eyes pop a little try a really thin line of blue, green or purple liner right above your top lashes. This does NOT have the same effect if you do a thick line, that may be a little much for daytime. Generally I will try to match what I am wearing to help determine what color I use that day.

I have dark brown eyes and hair and tannish skin. I wear black

I have your same coloring and I have used a navy blue eyeliner for years, occasionally use a dark brown. The navy is not harsh or hard looking as black can often be. The blue makes the whites of your eyes look brighter too!

Black is best for darker hair, skintones for eyes. But use a lighter eyeshdow so your eyes stand out more! And never over do it with liner. Try to make it look as natural as possible
