The accepted thing with transvestites is if they are dressed as women then you address them as such and visa versa for lady transvestites

simply use the apparent gender that they present to you.
If they are dressed as a woman then it's obviously.....
If they are dressed ambiguous. simply ask. They won't be offended and if they are a good person, they will recognise your attempt at being respectful.

You address the first as "she, her, Ms" and the second as "he, him, Mr" .. unless they say different. If you know their name, I would choose that as first choice.
