If he did, he never would have let Tonto call him Kemosabe. Of course, if Tonto did, he never would have let the Ranger call him Tonto. Just a couple of little jokes by the original writers.

Indeed he did. If you recall in a few episode, he spoke spanish quite well with people of spanish/mexican descent.
