If you are using Autodesk AutoCad:

Draw your item to full scale in "model space". Then switch to paper space. Type "mview". Follow the instructions to set up a viewport to your desire scale.

If you need further help, use Autocad Help and search for "viewport" or "mview"

Some that I've used, click Edit, preferences and set the grid to desired scale.
