To me Turtwig and Piplup seem weak so I would go with Chimchar

i tried all of them and to me piplup was the best because it could beat roark, gardenia, byron and a couple other gym leaders easily but to beat them it needs to know bubble or bubblebeam and peck or another flying type move to beat the grass pokemon and can do very well in the E4 if it knows drill peck and brine
chimchar has advantage against 1 or 2 gym leaders witch isnt to good until it learns mach punch or close combat but will have truoble fighting in the E4
Turtwig is also another good one against 2-4 gym leaders but then it will have a tough time fighting in the E4
overall it would be good to take piplup but its all what you want to do

i used turtwig because the first 2 traininers you had to face were a rock type and a grass type. and grass beats rock and it doesnt get hurt alot from the grass
