In addition to the bare minimum of gear you mentioned, she should definitely get good boots. As someone else already posted, they don't need to be expensive riding boots, but give good grip and allow easy shifting.
Jeans and sweatshirt are fine if they're strong material, but then she might again consider also getting knee and elbow pads for additional protection where she'll else go without padding.
Additionally I'd recommend some gloves, probably not really essential but her hands will thank her after some riding.
If she then still has got some money to spend, I would also recommend getting a chest protector. There are quite affordable ones, and the money is well spent on quite a bit of additinal protection. I'd definitely recommend that she get one of those too (probably used off of eBay, if price is an issue.)

OK good..after a helmet with some goggles (the helmet should me SHELL and DOT standers) you will want to make sure you wear those jeans...and some good boots...you don't have to buy the motocross racing type boots for what shes doing...just some good "steal toe" boots should do it....sweat shirts are alright...and maybe look at some gloves...when i used to ride..my hands would get pretty riped up when i would drive in fields....you and use about and protecting gloves...
but if she wants to do some racing...i suggest you buy some alpha star boots...fox gloves...fox pants..fox Jersey...and a good Fox or O'neal helmet ....and fox goggles!

I'd go with Thor gear, I like them the best. I ride four wheeler but it's not like riding gear differs. Goggles, gloves, boots, chest protector. Pants and long sleeves shirts are a must and they make good ventilated kinds for warmer weather. Gear can get expensive but it's worth it and if you take care of it it can last forever.

If not doing anything crazy all you need are some boots(any boots with grip, think work boots) Jeans, Something long sleeved if you think she will dump it go for leather. goggles or sunglasses. If you think she is going to dump a lot go for a good helmet chest and back protector and riding gloves and boots.

We did not use much fancy stuff. But, I would suggest some nice sunglasses or eye protection. I have a pair of Safety Sunglasses looks good. The main reason, is a bug in the eye not feel good.
If, she not real experienced you may want what the "Hardcores" wear above.

gloves. good riding gloves are a MUST. i liked my moose gloves, my ex-husband swore by fox...you just have to try and see. but gloves are definatly a must. they help prevent blisters, give a better grip, and are just good to have. also, some kind of boot, or high shoe to protect the ankle (both from exhause heat and twists/sprains).
